Andhra Pradesh High Court Strikes Down 34% BC Quota in Local Bodies: Triple Test and 50% Ceiling Reaffirmed

On 1 October 2026, a Division Bench of the Andhra Pradesh High Court — Chief Justice Lisa Gill and Justice Challa Gunaranjan — set aside G.O.Ms. No. 105 and G.O.Ms. No. 1065, which gave Backward Classes (BCs) 34% of seats in Panchayat Raj Institutions (PRIs) and 33.33% in Urban Local Bodies (ULBs), because total reservation would breach the 50% ceiling. The court directed the State and the State Election Commission (SEC) to begin the poll process preferably within six weeks from 1 October; the N. Chandrababu Naidu government has announced an appeal to the Supreme Court.

States Split on the Transgender Persons Amendment Act, 2026: Andhra Pradesh Declines to Defend a Law That Replaced Self-Identification with Medical Certification

In an affidavit filed in August 2026, reported on 27 September 2026, the Andhra Pradesh government told the Supreme Court that the constitutional validity of the 2026 amendments to the Transgender Persons (Protection of Rights) Act, 2019 is “primarily a matter for the Union of India”, that it had no role in enacting the law, and that it has “not taken any independent action that is discriminatory towards transgender persons” — in effect declining to defend the amendment. The Court is hearing at least a dozen petitions against the law; Uttarakhand has defended it, and the Centre is yet to respond.
