Why it is in the news

Mizoram has decided to enumerate refugees living in the State during Census 2027, with their details recorded on a list separate from Indian citizens, officials said after a State-level meeting in Aizawl on Saturday 10 October 2026, chaired by Chief Secretary Khilli Ram Meena, to review preparations for the second phase of the Census. Home Minister K. Sapdanga had told the 40-member Assembly that 38,213 refugees were registered as of 20 August; local organisations put the figure at over 60,000. Meena said the aim is for Mizoram to become the first State to complete Census 2027.

The exam angle

Issue: How should a State enumerate non-citizens and displaced citizens in a Census when India has no refugee law, and what safeguards keep a headcount from becoming a status determination?
