SIR Under Strain: ECI Caps Form 7 Filings at 10 per Voter as the Supreme Court Weighs Priority for Deleted Voters’ Appeals

  • Form 7
  • Electoral Roll Appeals
  • Representation of the People Act, 1950
  • Article 142

Why it is in the news

On 9 October 2026 the Election Commission of India (ECI) told all Chief Electoral Officers that no individual may file more than 10 Form 7s during the claims-and-objections period of a roll revision, or more than 5 a month during continuous updation, online or offline. The step follows complaints of bulk filings to delete voters during the Special Intensive Revision (SIR).

The exam angle

Issue: Can a mass roll-revision exercise protect both a clean roll and every eligible voter’s right to vote when objections are cheap to file and appeals are slow?
