Background and Context

  • The Six-Point Formula was announced by Prime Minister Indira Gandhi on 21 September 1973 as a framework to address the continuing regional tensions between Telangana and Andhra.
  • The formula is also referred to as the Shut Sutra Scheme.
  • K. C. Pant, then Union Minister for Irrigation and Power, played the leading role in framing the formula.
  • The formula proposed a common framework covering regional development, education, employment, service grievances and constitutional protection.
  • Its implementation was intended to make the continuation of the earlier Mulki Rules and the Regional Committee unnecessary.
  • Telangana leaders associated with signing the formula included P. V. Narasimha Rao, Kodati Rajamallu, V. B. Raju, Jalagam Vengal Rao and J. Chokka Rao, among others.
