Background and Context

  • The Jai Andhra Movement was a major separate-State agitation in the Andhra region during 1972–73, demanding separation of Andhra from Telangana.
  • Kasu Brahmananda Reddy resigned as Chief Minister in September 1971, following the political developments after the 1969 Telangana Movement.
  • P. V. Narasimha Rao, a leader from Karimnagar in Telangana, became Chief Minister of Andhra Pradesh on 30 September 1971.
  • After assuming office, P. V. Narasimha Rao initiated measures to identify non-local employees and implement the Mulki Rules in Telangana.
  • His government also pursued land-related measures, including the 2 May 1972 ordinance halting land transactions and the Land Ceiling Bill passed by the State Legislature on 15 September 1972.
  • These measures generated opposition among sections of Andhra investors, landlords and feudal interests, in addition to opposition from students and employees.
