Safeguards Promised to Telangana

  • The Gentlemen's Agreement of 1956 provided political, economic, educational, employment and regional safeguards to Telangana at the time of its merger with Andhra.

  • The safeguards were intended to prevent the relatively less-developed Telangana region from being disadvantaged within the newly formed Andhra Pradesh.

  • Major safeguards included:

    • Protection of Telangana's financial surplus.
    • Regional control over agricultural land.
    • Protection of educational opportunities.
    • Local preference in government employment.
    • A Telangana Regional Council.
    • Proportionate representation in the Council of Ministers.
    • Telangana representation through the Chief Minister or Deputy Chief Minister.
    • Allocation of important ministerial portfolios to Telangana.
    • Continuation of a separate Telangana Pradesh Congress Committee up to 1962.
