Meaning of Mulki and Non-Mulki

  • Mulk means country or homeland; Mulki refers to a person regarded as a local of that country.
  • Gair-Mulki / Non-Mulki refers to a person regarded as an outsider or non-local.
  • The Mulki–Non-Mulki issue in the Hyderabad–Telangana region developed primarily around local preference in government employment, but it also acquired linguistic, cultural, social and political dimensions.
