Background: From Civil-Society Mobilisation to Political Formation

  • By the late 1990s, the Telangana movement had expanded through intellectuals, students, writers, cultural organisations, civil-society groups and political forums.
  • Organisations such as the Telangana United Front attempted to bring the separate Telangana demand into wider public mobilisation.
  • However, the United Front concluded that civil-society conferences and awareness programmes alone were insufficient to transform the demand into a sustained people's political movement.
  • The search therefore began for a prominent political leader who could provide an organised political direction to the movement.
