Nature and Status of Cabinet Committees

  • Cabinet Committees are smaller groups of ministers created to assist the Cabinet in dealing with specialised areas of government business.
  • They are extra-constitutional bodies because the Constitution does not specifically mention Cabinet Committees.
  • Their establishment and functioning are provided through the Government of India (Transaction of Business) Rules, 1961.
  • They are created primarily to reduce the workload of the Cabinet, facilitate specialised examination of issues and improve inter-ministerial coordination.
  • They operate on the principles of division of labour and delegation.
