Constitutional Framework

  • India's federal system requires cooperation not only between the Centre and states, but also among the states themselves.

  • The Constitution provides four major mechanisms for maintaining inter-state coordination:

    • Adjudication of inter-state river-water disputes.
    • Coordination through the Inter-State Council.
    • Mutual recognition of public acts, records and judicial proceedings.
    • Freedom of trade, commerce and intercourse across India.
  • Zonal Councils supplement these constitutional mechanisms by promoting regional cooperation and coordination.
