Constitutional Framework

  • India has a federal distribution of legislative, executive and financial powers between the Union and the states.

  • Judicial power is not similarly divided; India has an integrated judicial system enforcing both Union and state laws.

  • Centre-State relations are primarily studied under three heads:

    • Legislative relations
    • Administrative relations
    • Financial relations
  • Effective federalism requires coordination because the Union and states operate within constitutionally assigned spheres.
